In June 2025, The Willow Review landed, we have read it and believe that there could be powerful implications for small businesses and industries across the UK, including construction and architecture and design.
What Is The Willow Review?
https://willowreview.com/report
Launched in November 2024, the government-backed initiative spearheaded by Small Business Britain and co-chaired by the Minister for Small Business Gareth Thomas, Nick Stace OBE (Barclays), and Michelle Ovens, sets out to prove that sustainability is not just a moral obligation but a smart business strategy. Its goals? Gather real data, showcase success stories, recommend policy change and empower SMEs to thrive through eco-friendly practices.
Key Findings That Matter to Construction & Architecture
· Cost Savings & Growth: 67% of SMEs report lower operational costs, over half attract new customers, and a third enjoy improved customer loyalty by adopting sustainable strategies.
· Barriers Identified: Upfront costs, complexity, and access to finance remain major hurdles.
· Opportunities Are Tangible: Lower long-term build costs. Stronger brand positioning with eco-minded clients. Future-proofing against tightening environmental regulations.
Recommendations With Real-World Impact
The Review proposes an actionable 5-Point Plan that’s highly relevant for construction and design:
1. Switch to sustainable materials.
2. Minimise transport impacts and optimise logistics.
3. Reduce waste, embrace circular economy principles.
4. Adopt renewable energy.
5. Partner with green-minded suppliers and clients.
For architects and contractors, these translate into design principles and project strategies such as:
· Specifying low-carbon or recycled building materials.
· Streamlining supply chains to reduce emissions and costs.
· Integrating renewables like solar panels or heat recovery systems, early in project planning.
· Designing for adaptability and waste reduction (e.g., demountable finishes, recycled interior systems etc).
Wider Support Ecosystem
The report also encourages broader changes to support sustainability business growth including:
· Local Sustainability Champions: Recommended for local councils to offer tailored support, making sustainable transitions practical for SMEs
· Simplified Green Finance: Proposals include “Green-Up Loans” and better grant visibility, key enablers for construction firms and clients investing in greener methods.

Why Architects Should Care
Architects like LED occupy a unique position to champion sustainability not just from a design standpoint but also as strategic advisors. By embedding the Review’s recommendations into our work at all RIBA Stages, architects can:
· Enhance profitability for clients (through lower construction and operational costs).
· Attract a growing client base that is sustainability aware.
· Boost long-term resilience of projects through energy-efficient, flexible design.
· Influence policy and local initiatives via advocacy and thought leadership.
The takeaway? Architects and construction professionals have the tools, influence, and economic incentives to lead a low-carbon revolution.
